Steps to arrival

Before their arrival, non-French speaking students are requested to contact Ms Morgane Etienne by email : morgane.etienne@esigelec.frto inform her about the date and time to arrival.

Whenever possible, students from BDI (association of ESIGELEC students) welcome international students either at Rouen train station or in the university residence.

Long Visa Stay

Students not from European Union

Foreign students (except for students of Algerian nationality), the long visa stay is compulsory for stays longer than 3 months. Students must apply on arrival at the international relations department that is responsible for collecting and verifying documentation. The file will be sent up to the OFII, French Office of Immigration and Integration.

NB: The long stay visa is mandatory for housing allowance

Documents required for a first application

  • Valid passport with the long stay student visa and the copies of the pages regarding the validity, the visa and the civil status
  • Document given by the Consulate: VISA LONG SEJOUR – DEMANDE D’ATTESTATION OFII
  • A proof of residence / Accommodation certificate

Student from the European Union

Please note that the European Union students are exempt from the resident permit or a long visa stay.

However, they have to provide, before departure the following documents :

  • Valid Passport with copies of the pages regarding civil status and validity OR National Identity card
  • Birth certificate translated into French
  • 3 recent ID photos
  • A copy of the social security card (medical insurance coverage)

Registring at ESIGELEC

The following documents are required to obtain the ESIGELEC student card :

  • Copy of the learning agreement, if the student takes part into the Erasmus programme,
  • 2 ID photos

To register at the library, a guarantee cheque of ≈ € 50 is necessary.

Insurance

Before arriving in France, it is mandatory that the students subscribe to a medical insurance. It is strongly recommended that students get information about other insurances (civil liability, repatriation, etc.).

Any student staying in France more than 3 months has to register to the French Social Security and pay € 198 per Academic Year (2009/2010 rates).

Medical insurance

The social security cover is, for an international student (under 28 years old), a mandatory condition to the regularity of his/her stay in France.

Students from the European Union

With the new European card of Social Security, the student will be reimbursed by the Social Security in France for illness. This card is delivered by the Social Security in the Country of origin where the student or his/her parents are affiliated. It enables the student not to adhere to the French students’ regime.

In France, the Social Security reimburses 70% of the price of consultations. The reimbursement of medicines is variable. To obtain a 100% reimbursement, students can subscribe a complementary insurance (C.F. Health insurance plans).

Students not from the European Union

Students are highly encouraged to get information on their medical insurance, before their coming, in the country of origin.

Certain students can benefit from the French students’ regime. The yearly registration costs € 198, price for 2009/2010. ESIGELEC is in charge of submitting the applications to the students’ social security organisms.

In addition, students can subscribe to a complementary insurance from bodies as « Mutuelle des Etudiants» or « SMENO». This optional insurance allows the reimbursement of medical expenses not covered by the social security and offers various guarantees and insurance policies at attractive rates. Costs: between € 90 and € 210 per year.

Multirisk insurance

Student Insurance, especially civil liability covering all damage caused to third part, is compulsory. If the student is not insured in his home country, he/she can take out insurance in France, with the Mutual Insurance Companies (C.F. addresses above)

For students having a car, the car insurance is obligatory. A policy can be taken out with a Student Mutual Insurance Companies (Mutuelle des Etudiants or SMENO) or another insurance company.

For a housing rental, an accommodation insurance is compulsory, to protect against damage, fire or stealing. Annual costs: about € 43
