The second phase of the collective action “Organisation of the electronics industry in Upper Normandy” started at the end of 2007 and was completed at the end of 2009. In September 2008, a coordinator had been recruited to help structure this network due to the fact that companies were not sufficiently autonomous or mature to manage the industry. 35 companies, including the structures most involved in the action as well as new companies wishing to become part of this network, were visited between the end of September 2008 and June 2009. These new meetings helped better define the needs of the companies and their expectations with respect to the industry.
In 2009, the priority areas of work were technology and communication. Indeed, companies particularly underlined their needs in terms of technological support and their will to improve the industry’s visibility within the Region but also outside its borders. Various actions were implemented from a technological perspective, such as Scientific and Technical Orientation Committees (COST). The benefit for companies taking part in these technological watch days was confirmed in 2009, with an average of 30 participants per event. Among the subjects proposed, Management of electronic component obsolescence, renewable energies applied to electronics and Reliability of electronic systems: “hardware and software” approaches with the support of the Electronics & Systems and Instrumentation, Computer Science & Systems centres. Two training courses (MySQL and LabVIEW database) and two PTRs (network technology services) were carried out.
This collective action also enabled a significant clustering action and two clusters of companies were created: ALEHANE and TICTEL. The member companies of these clusters came together in order to overcome common issues and to promote exchanges between them. While the ALEHANE network strongly developed in 2009 -- it is aimed at bringing together four SMEs with complementary skills through a joint commercial offer -- support for the TICTEL cluster (communication & information technologies in SMEs from the transportation & logistics sector) stopped at the end of the first quarter of 2009.
The GEEM (onboard electronics cluster), established in January 2005, is a result of the collective action “Organisation and reinforcement of the electronics sector in Upper Normandy”. The aim of this cluster is to create a network of companies in the electronics sector, based around the completion of mutualised research and development projects, with the methodological support of THALES AIR SYSTEMS. GEEM’s member companies in 2009: AD QUALITE, AIE ETUDES, CERA ELECTRONIQUE, ELECTRONIC EQUIPMENT, GONOGO, JEULIN, OVERSPEED, SERICAD, SYNCHRONIC for SMEs and THALES AIR SYSTEMS. IRSEEM provided its technical and scientific support through EMC simulations based on case studies.
The ELECTRE project aims to help companies from the regional Electricity-Electronics industry with fundamental aspects of their human resource management, particularly by meeting the requirements brought in by new technologies in terms of skills. IRSEEM took part in the first phase of this action – “Prospective study” – by carrying out technical assessments from thorough interviews with company managers. These assessments helped to formalise recommendations and a report, leading to an action plan.
